I took this photo with my Canon Rebel XTi on June 21st, 2007, on the ferry back from the Toronto Islands. They were testing the new lighting system on the CN Tower, which would be officially unveiled during Canada Week. There's a tiny bit of motion blur from my hands and from the boat's motion, but it's not at all bad for 1/5th of a second. The image stabilizer in my lens helps a lot with long exposures.

I've adjusted the colours a bit in Photoshop (to make the image a bit less garish, believe it or not!).

This is my submission to the CityPassion "Capital Cities Contest". No, Toronto is not the capital of Canada, but it is the capital of Ontario and the location of the provincial legislature, so hopefully it counts.

It's been doing it every night since 2007, unfortunately, so the effect is getting kind of old for Torontonians. :P

Sorry -- I hit reply before realizing you're a fellow Torontonian :) . If you mean that you haven't seen the yellow and purple, I think they realized how garish it is and canned that particular colour scheme after the initial tests. I don't recall seeing it recently, either.
